Article I - Name
and affiliation of Lodge
The name of this lodge shall be
Buckskin Lodge No. 412 Order of the Arrow, W.W.W., and shall be affiliated with
the Theodore Roosevelt Council, Boy Scouts of America, and shall be under the
supervision of the Scout Executive.
Article II – Purpose
The purpose of the Buckskin
Lodge, Order of the Arrow shall be:
Section 1 – To recognize those campers – Scouts, Explorers and
Scouters – who best exemplify the Scout Oath and Law in their everyday lives
and by such recognition cause other campers to conduct themselves in such a
manner as to warrant recognition.
Section 2 – To develop and maintain camping traditions and spirit.
Section 3 – To promote Scout camping, this relates its greatness
effectiveness as a part of the units camping program, and help strengthen the
district and council camping program both year round and in the summer camp, in
consultation with the Camping Committee of the Theodore Roosevelt Council.
Section 4 – To crystallize the Scout habit of helpfulness into a
life purpose of leadership in cheerful service to others.
Article III – Insignia
The official insignia of the
Order of the Arrow are some of the most colorful in Scouting. It is the
responsibility of all Buckskins to wear them proudly and correctly. The
insignia of the Buckskin Lodge, Order of the Arrow, shall be:
Section 1 – The Buckskin Tab. It consists of a white leather tab
upon which is drawn a pine tree whose three points represent the qualities of
Trustworthiness, Service and Self-Reliance. Upon the pine tree is superimposed
the profile of a wolf’s head, standing for Self-Reliance. The Tab is to be worn
hanging from the right breast pocket button of the uniform shirt. Darken the
tree with black India ink only. It is never to be traded.
Section 2 – The Feather. It consists of a headband with a single
white feather centered at the back of the head. It represents service. The
Feather should be worn at official Lodge functions at the discretion of the
Lodge Chief. When worn during ceremonies or indoors, it must be facing up. When
walking through the woods or in strong winds, it is to be facing down on the
right side of the face. It is never to be traded.
Section 3 – The Lodge Neckerchief. It consists of a royal blue
neckerchief, the blue standing for loyalty, with a white stripe bisecting
vertically down the back, standing for the Feather of Service worn by the
Buckskin Sons of Wauwepex. Across the white stripe shall be superimposed a five
inch red arrow pointing up towards the right shoulder. It is worn at all Lodge
and Order of the Arrow functions. It is never to be traded.
Section 4 – Universal Arrow Badge. It is a silver arrow suspended
from a red and white ribbon. It is attached to the front of the Buckskin Tab,
which is hanging from the button of the right breast uniform shirt pocket. This
badge is worn by all members of the Order – Ordeal, Brotherhood and Vigil when
is uniform. Recipients of the Founders Award wear the 75th
Anniversary emblem in place of the silver arrow.
Section 5 – The Arrow Sashes are to be worn as prescribed by the
National Order of the Arrow Committee.
Section 6 – Buckskin Lodge Pocket Flap. A cloth emblem embroidered
showing the name “Buckskin Lodge #412” and the Buckskin Tab (the totem of our
lodge). These emblems fit the shape of the right shirt flap and are available
for trading purposes. The Lodge Chief may issue and distribute special blue
bordered pocket flaps to recognize arrowmen who serve on the Executive
Committee, or a gold bordered pocket flaps to recognize Ordeal, Brotherhood of
Vigil Honor members whose service warrants recognition. The Lodge Chief may
also approve issuing special pocket flaps for National Order of the Arrow
Conference contingents.
Section 7 – Vigil Honor Recognition. A small red triangular pin
with three gold arrows is worn as a lapel pin on street clothes or on uniforms
positioned in the center of the ribbon holding the Universal Arrow emblem.
Section 8 – The Civilian Pins are to be worn as prescribed by the
National Order of the Arrow Committee.
Section 9 – Full uniform of a Buckskin Lodge member includes the
Scout, Explorer or Scouter uniform and the first five Sections of Article III.
When representing the Buckskin Lodge and the Order of the Arrow at Unit
Elections, Camp Promotions and service projects for Chapter, District and
Council events, you are required to wear the full uniform.
Article IV – Membership
The membership of the Buckskin
Lodge, Order of the Arrow is composed of Ordeal, Brotherhood, and Vigil Honor
members.
Section 1 - Ordeal Membership. To be eligible for membership in the
Buckskin Lodge of the Order of the Arrow, a Scout, or Scouter must meet the
requirements as prescribed in the current Guide for Officers and Advisers. The
preferred form of the Ordeal induction within Buckskin Lodge shall be the Elangomat Clan System.
Section 2 - Brotherhood Membership. Each Ordeal member of the Lodge
shall be given the opportunity to determine his own eligibility for Brotherhood
in accordance with the requirements in the current printing of the OA Handbook
and Guide for Officers and Advisers.
Section 3 - No person is to be
inducted for Ordeal or Brotherhood membership through a lodge other than
Buckskin Lodge without the prior written approval of the Lodge Chief.
Section 4 - Vigil Honor.
Attainment of the Vigil Honor shall be in accordance with the
requirements in the current printing of the OA Handbook and Guide for Officers
and Advisers.
A)
Each Lodge member shall receive from the Vigil
Committee a nomination form and Vigil eligibility list. The nomination period
shall be from September 1st through December 15th, or
longer if determined necessary by the Vigil Honor Committee in consultation
with the Lodge Chief.
B)
Letters recommending an Order of the Arrow member to
the Vigil Honor may be sent to the Vigil Committee Chairman for consideration
by the Vigil Committee. However the
authorship of such letters shall remain unknown until a decision is made
concerning the worthiness of the candidate for the Vigil Honor. Nominations need not be made by Lodge
members.
C)
Only youth members shall cast votes to elect candidates
for the Vigil Honor.
Section 5 - A member in good standing of the Buckskin Lodge must be
current in payment of his Lodge dues. A
member in good standing is considered an active member. Only members in good standing, under
twenty-one (21) years of age shall be eligible to vote in all Lodge Elections
and hold office. Adult members (21 years-of-age or over) in good standing shall
be eligible to serve as advisors to committees and in other capacities as
non-voting members.
Article V - Unit Elections
Section 1 - The Buckskin Lodge, Order of the Arrow, shall afford
every eligible unit in the Theodore Roosevelt Council the opportunity to elect
worthy members in the Order.
Section 2 - A Unit Elections Committee shall be established to set
up and conduct unit elections in accordance with the procedure outlined in the
current printing of the Guide for Officers and Advisers.
Section 3 - The Unit Elections Committee will set a time frame for
elections.
Section 4 - In accordance with National BSA
Standards, a candidate to the Order of the Arrow has exactly one (1) year from
his election to undergo their Ordeal and be accepted into the Order. All troop Order of the Arrow Elections will
be held between November 1st and March 30th of a Scouting
year. With these dates, a candidate will
have multiple opportunities to go for their ordeal:
A. The
first ordeal will be held during the Buckskin Lodge’s annual Spring Fellowship
Weekend.
B. After
the spring weekend, the next opportunity will be any week during the summer
camp season.
C. The
final opportunity a candidate has to undertake the Ordeal will be at the
Buckskin Lodge’s annual Fall Fellowship Weekend.
Section 5 - In the
interest of the Order’s fundamental principles, the Spring Fellowship Weekend
Ordeal will be available to only the first 90 registered candidates. The Fall Fellowship Weekend Ordeal will be
available to only the first 90 registered candidates as well. No cap shall be placed on the amount of
candidates eligible to the Ordeals held at summer camp. Scouts elected to the Order who miss these
opportunities forfeit candidacy and must be reelected to the Order. No one may have candidacy roll over to the
next Scouting year after their election date.
Scouts elected by the earliest possible date, November 1st,
shall only be eligible until November 1st of the following
year. Scouts elected by the latest
possible date, March 30th, shall only be eligible until March 30th
of the following year.
Article VI - Election of Lodge Officers
Section 1 - The election of officers of the Lodge shall begin on or
about March 1 and shall conclude on the Spring Fellowship/Service Weekend.
Section 2 - Elected Lodge Offices shall be:
A. Lodge Chief Netami
Sakima
B. Little Lodge Chief (2) Sakima
C. Lodge Secretary Netami Lekhiket
D. Lodge Treasurer Metami Mawachop
These elected officers must be
under 21 years of age during their entire term of office, must reside in the
New York Metropolitan Area, and must have completed Lodge Training.
Section 3 - The officers shall be elected to a term of one (1)
year. They will officially take office
on the Spring Weekend or June 1, whichever is later, and will serve until the
next Spring Weekend the following year or June 1, whichever is later.
Section 4 - Nominating Committee.
Due to the large area covered by the Lodge, a Nominating Committee shall
be formed to present to the Lodge members a prospective ballot of officers. This committee may be composed of:
A.
Nominating Committee Chairman.
B.
An adult adviser to the committee.
C.
The present Lodge Chief.
D.
One representative of each Chapter in Theodore
Roosevelt Council.
E.
Any other Lodge member whom the chairman of the
Nominating Committee deems advisable.
Section 5 - A candidate for office other than those chosen by the
Nominating Committee must submit a petition showing support of his candidacy
for any office by a date set by the Nominating Committee. This petition must be signed by at least
twenty-five (25) youth members eligible to vote in the election. All candidates
must be nominated by a youth member and seconded by a youth member at the
Spring Weekend.
Section 6 - The election of the Lodge officers shall be conducted
on the Spring Fellowship/Service weekend.
Section 7 - The Election of Lodge Chief shall be completed first,
then Little Lodge Chief (Chapters), Little Lodge Chief (Weekends), Secretary,
Treasurer, each in turn. Candidates not
elected for a particular office may run for another office.
Section 8 - A majority vote of the members in good standing present
shall be necessary for the election of candidates to office. If no candidate for office receives a
majority vote, the person (or in the event of a tie the persons) receiving the
fewest votes shall be dropped from the ballot and a revote shall be taken. This process shall be repeated until the
office is filled. If there is a single
candidate for an office, the Lodge Chief may cast a single vote to complete the
election. In the event that a particular
office is not filled at the Spring Fellowship/Service Weekend, the office shall
be filled at the next Executive Committee Meeting, and a majority vote of the
Executive Committee members present and eligible to vote shall elect the
officer.
Section 9 – No person shall be permitted to hold more than one (1)
Executive Committee Position
Article VII - Duties of Elected Officers
Section 1 - Lodge Chief- Netami Sakima. The Lodge Chief is the chairman of the
Executive Committee and presides over all meetings of the Lodge. He should prepare agendas in advance of
meetings and have them sent with the minutes of the last meeting. He appoints committee chairmen and is an
ex-officio member of all committees. He
should attend the bi-monthly Section Council of Chiefs meeting and all other NE-Section
2C events and activities. If he cannot
make a specific meeting or actively, the Lodge Chief must send a representative
in his stead.
Section 2 - Little Lodge Chief- Sakima. The two (2) Little Lodge Chiefs are the Lodge
Chief’s right-hand men in the operation and organization of the Buckskin
Lodge. One shall be elected Little Lodge
Chief for Chapters and the other Little Lodge Chief for Weekends. In the event the Lodge Chief is unable to
attend a Lodge meeting, the Little Lodge Chief for Chapters shall assume the
responsibility. The Little Lodge Chiefs
shall be responsible for checking on the organization and activities of all
committees and Chapters relevant to their elected position and as assigned by
the Lodge Chief. Additional Little Lodge
Chiefs can be added, if needed, to the ballot during the election period.
Section 3 - Lodge Secretary- Netami Lekhiket. He shall take minutes of all Lodge events and
keep them in the Lodge records. He shall
submit to the Historian a copy of the minutes of all Lodge events on a monthly
basis. He shall be responsible for
keeping a complete, up-to-date mailing list of all Executive Committee
members. He shall also be responsible for
sending out all Lodge publications, questionnaires, and notices.
Section 4 - Lodge Treasurer- Netami Mawachpo. The Treasurer shall be operated under the
supervision of an adult, appointed by the Lodge Adviser in consultation with
the Lodge Chief, to act as an adviser and auditor. The Treasurer shall submit a written report
to the Executive Committee and the Lodge Staff Adviser, accounting for all
monies of the Lodge. He shall collect
dues keeping a strict account of the same.
He should be the chairman of the Finance Committee and no later than
April 15th call a meeting of that committee to prepare a budget for
the next fiscal year. The budget shall
be presented to the Executive Committee at the May meeting. The Treasurer shall maintain records to show
the balances of all accounts, including the listing al all bills received and
paid or payable as well as any project expenses. In addition, he shall be able to provide a
breakdown, by committee, of money spent since the beginning of the fiscal year
and the total remaining in their budgets, and shall provide the information to
any Lodge member upon the request. At
the close of the Treasurer’s term, he and his adviser(s) will make records,
receipts, and other material pertaining to the office available to their successors. In addition, he shall provide all records to
the proper committees and the mailing lists pertaining to those
committees. While it is understood that
all fees, etc., submitted by mail will be directed to the council service
center, the Treasurer will on a weekly basis, and turn over all other receipts
to the Council Bookkeeping Department.
Section 5 - In the event that the Lodge Chief becomes unable to
perform his duties, a majority vote of the Executive Committee present will
decided as to which of the two Little Lodge Chiefs will assume Lodge leadership
as the new Lodge Chief until the end of the term.
Section 6 - In the event that any of the other elected offices
becomes unable to perform his duties, nominations may be made from the floor of
an Executive Committee meeting and a majority vote of the members present will
determine the successor for the rest of the term.
Article VIII - Executive Committee
Section 1 - The Executive Committee shall be composed of the
elected Lodge Officers, the immediate Past Lodge Chief, Chapter Chiefs and
their Advisers, Lodge Committee Chairmen and their Advisers, the Lodge Adviser,
and the Staff Adviser.
Section 2 - The Executive Committee is the steering committee of
the Lodge. It carries out the business
of the Lodge and coordinates the work of the officers and committees. The Lodge Chief prepares the agenda and
presides over The Executive Committee meetings as chairman. Any Lodge member is welcome to attend
Executive Committee meets as an observer.
The Executive Committee should meet at least bimonthly with the
exception of July and August. It is
understood that the Lodge Chief or the Scout Executive is privileged to call a
special meeting if the need arises.
Section 3 - The Scout Executive, or his appointee, is the Supreme
Chief of the Fire in the Order of the Arrow Lodge. He is the final authority for the Order of
the Arrow within the council. It is his
job to interpret local application of national policy.
Section 4 - The Scout Executive appoints annually a Lodge Adviser
or Deputy Supreme Chief of the Fire.
This appointment is made in consultation with the Lodge Chief. The Lodge Adviser assists the Scout Executive
in guiding the operation of the Lodge program and serves as a member of the
Camp Operations Committee.
Section 5 – In the Theodore Roosevelt Council, the Scout Executive
appoints a member of his staff as a professional Staff Advisor – Chief of the
Fire – to act for the Scout Executive in giving guidance to the Lodge.
Section 6 – The voting members of the Executive Committee shall be
the elected Lodge Officers, Past Lodge Chief (if under 21) and the Chapter
Chiefs. Committee Chairmen and Advisors have no vote.
Section 7 – A quorum, which is at least 50% of the voting members
of the Executive Committee, is required for any business to occur.
Article IX – Lodge Committees
Every arrowman should serve on
one or more Lodge (or chapter) committees. In this way, all members share the
responsibility for Lodge (and chapter) activities and projects.
Section 1 – Chairmen of Lodge Committees shall be appointed
annually by the Lodge Chief with the approval of the Lodge Advisor
Section 2 – Chairmen of Lodge Committees shall complete their
appointed terms prior to reaching their twenty-first birthday.
Section 3 – Each committee should have one or more adult committee
advisers (21 or older) who provide guidance to the committee work. They are
appointed annually by the Lodge Adviser in consultation with the Lodge Chief
and Staff Advisor. It is the committee advisor’s job to provide training and
coaching for the committee members only. They are not to do the actual work of
the committee.
Section 4 – All Committee Chairmen and Committee Advisors will
serve the same time period as elected Lodge Officers.
Section 5 – The Lodge Chief, with the approval of the Lodge
Advisor, shall appoint such committees as are deemed necessary to the
functioning of the Lodge and its activities
Section 6 – Committee Chairmen may pick their own committee members
subject to the approval of the Lodge Chief.
Section 7 – The following is a suggested list of committees:
A)
Activities – to plan Lodge activities and working with
the Service and Ceremonial Committees, formulate the program for the
service/fellowship weekends.
B)
Banquet – to organize and execute the annual Buckskin
Banquet held during the New Year Holiday season. Following the banquet, the
committee shall begin preparations for the next year’s banquet including but
limited to contracting the hall and securing a guest speaker.
C)
Buckskin Tab – responsible for publishing the Lodge’s
official newspaper.
D)
Brotherhood- responsible for the promotion and
induction of Ordeal members into the Brotherhood.
E)
Camp Promotions – to promote unit attendance to any of
the camps operated by the Theodore Roosevelt Council and at other Scout, public
or private camps, both for summer camp and for year round camping in general.
F)
Ceremonial – maintains the Lodge’s council rings at the
camps of Theodore Roosevelt Council. It is responsible for maintaining the
totems and decorations in the rings and also maintaining ceremonial costumes
and bonnets of the Lodge. The committee makes sure that all ceremonies have the
equipment needed for the conducting of an expressive and meaningful ritual.
G)
Culinary - responsible for preparing a balanced menu
for the Service/Fellowship weekends and to purchase the food. The committee is responsible for the
transportation of the food to camp. The
Culinary Committee is responsible for preparation and serving of food along
with clean up after meals.
H)
Data Processing – to maintain accurate, up-to-date
records of membership in the Lodge and a list of Brothers who register and
attend the various Lodge events.
I)
Finance – to draw up a yearly budget to be presented to
the Executive Committee and to assist the Lodge Treasurer with the dues
processing. The chairman of this committee should be the Lodge Treasurer.
J)
Help – to prepare the Lodge mailings. The Lodge
Secretary should be the chairman.
K)
Historical – to maintain a complete and up-to-date
history of the Buckskin Lodge
L)
Nominating – to prepare the ballot of Lodge Officers.
It also validates all nominating petitions received. It officially counts the
ballots at the election and announces the results.
M)
Ordeal - to organize and facilitate elements necessary
for Ordeal inductions within Buckskin Lodge and conduct any training or
recruitment necessary for the execution of the Elangomant Clan System
N)
Service – to work with the Activities, Ordeal, and
Ceremonial Committees to plan the Service/Fellowship Weekends and coordinate
service projects on those weekends for both brothers and well as Elangomant
Clans.”
O)
Training – to instruct and orient new Ordeal members in
the procedures of the Lodge. They take slides of the ceremonies in order to
assist new Brothers to understand what they saw the previous night at the
Ordeal Ceremonies. Their main function is to explain our ceremonies and by
that, make them ever more meaningful. They are also responsible for organizing
and running the Lodge Training Seminar.
P)
Trunk – to stock and sell quality O.A. and Lodge
materials approved by the Lodge Chief in consultation with the Lodge Advisor.
Q)
Unit Elections – to make sure the O.A. elections are
carried out in all eligible units in the Theodore Roosevelt Council. The
chairman prepares a list of all eligible Candidates, which includes their name,
address, telephone number, age and unit.
R)
Vigil Honor – to select and conduct the induction of
Brotherhood members of Buckskin Lodge into the Vigil Honor. This committee
makes available to all members of the Lodge the proper nominating form and a
list of all eligible Brotherhood members.
S)
Where to Go – responsible for publishing the “Where to
Go” booklet, listing campsites and places to visit.
Article X – Chapters
Section 1 – There shall be one chapter in each of the districts of
the Theodore Roosevelt Council.
Section 2 – Each Chapter is to carry out of the objectives of the
Buckskin Lodge.
Section 3 – Chapter Membership. Each arrowman shall be a member of
the chapter corresponding to the district of the Arrowman’s primary unit or
district membership.
Section 4 – Chapter Officers. The Chapter Officers are nominated
and elected by the youth members of that Chapter in the same manner as Lodge
Officers are elected. Their duties are the same on the Chapter level as those
of Lodge Officers on the Lodge Level.
Section 5 – Chapter Committees. Each chapter should have the same
committees as the Lodge. The chairmen of those committees become members of the
corresponding Lodge committees.
Section 6 – The Chapter Chief and the Chapter Advisor are members
of the Executive Committee.
Section 7 – The Chapter Chief shall:
A)
Coordinate all Unit Elections, Camp Promotions, and
service for his particular Chapter
B)
Assist Unit Leaders and Brothers in matters related to
registration, mailing list errors, and in general be the person to contact in
the Chapter if any question or problems arise regarding Buckskin Lodge.
C)
Submit the activities of his Chapter to the Buckskin
Tab Editor for Printing in the “Chapter Corner” column of the Buckskin Tab.
Section 8 – Any Chapter activities announced can be attended by any
member of the Buckskin Lodge.
Section 9 – The Chapter Staff Advisor shall be the District
Executive of that particular district.
Section 10 – The Chapter Advisor shall be appointed annually by the
Scout Executive in consultation with the District Chairman, Lodge Chief and
Lodge Advisor. The Chapter Advisor shall serve for the same term as the Lodge
Advisor.
Article XI – Finance
Section 1 – Every newly inducted member shall be required to pay an
induction fee to cover expenses and other necessities of the induction.
Section 2 – Every member of the Lodge shall be required to pay in
advance a fee as dues, which shall be for one calendar year. Such dues are to
cover the regular expenses of the Lodge, plus any additional expenses deemed
necessary by the Executive Committee. Weekend food, expenses, ect. Will be
additional. The dues of a newly inducted member will start January 1st
following his induction.
Section 3 – Notification that dues are due and are payable shall be
sent to all members prior to the Fall Fellowship/Service Weekend; dues must be
paid by January 31st of the following year. Failure to pay said dues
by January 31st shall result in forfeiture of membership. Reinstatement
may be obtained by written application forwarded to the treasurer with a
reinstatement fee to be determined by the Executive Committee, plus the dues
for the current year.
Section 4 – Monies of the Lodge shall be maintained in a bank
selected by the council office and shall go through all normal accounting
procedures used by the council. Vouchers drawn thereon must carry two
signatures: that of the Lodge Chief or Treasurer and that of the Lodge Advisor
or his designee.
Section 5 – The fiscal year of the Buckskin Lodge shall be from July
1st to June 30th.
Section 6 – Expenditures of the Lodge must be approved at an
Executive Committee meeting. A favorable vote of plurality of those present is
necessary for approval.
Section 7 – All monies donated, bequeathed, or collected as a
result of Order of the Arrow activities, shall be forwarded to Theodore
Roosevelt Council, B.S.A., for deposit in the Lodge account. The person making
the deposit must then send a receipt for the deposit to the Lodge Treasurer.
All expenses incurred by established accounting procedures by the Lodge
Treasurer shall be paid through the council office.
Section 8 – The amount that will be paid as dues will be fixed by
the Executive Committee of each administration.
Section 9 – Allocation of Dues to Chapters. Two dollars from each
member is collected as dues shall be allocated to chapters. Half the funds so
collected shall be allocated among the chapters based on the number of members
in each chapter; Half the funds shall be distributed equally among the
chapters.
Article XII – Theodore Roosevelt Council Summer Camp Operations
The Lodge Chief and Advisor, in
consultation with the Scout Executive, may determine that it is appropriate to
conduct Order of the Arrow inductions and activities at summer camp. In such
cases the following applies.
Section 1 – Theodore Roosevelt Council suggests an Arrowman to
serve as O.A. Coordinator at summer camp. The Lodge Chief and Lodge Advisor
approve the appointment
Section 2 – Buckskin Lodge will pay the salary of the O.A.
Coordinator.
Section 3 – He shall be responsible for timely and impressive
inductions at camp. He will be the person to contact if any problems or
questions arise regarding Buckskin Lodge #412, Order of the Arrow.
Section 4 – The O.A. Coordinator shall receive copies of all unit
election forms before camp from the Unit Elections Committee. (There are no
elections at summer camp.) He must keep a strict accounting of those inducted
(Ordeal-Brotherhood-Vigil) which includes names, addresses, and phone numbers.
He will also be responsible for maintaining a strict accounting of all monies
collected through the trunk and through registration.
Section 5 – In as much as the Lodge Chief serves in an
administrative capacity, it is not mandatory that he be present in attendance
at a summer camp operated by Theodore Roosevelt Council for the full summer. It
shall be the duty of the Lodge Chief, however, to appoint, with the approval of
the Camp Director, one youth representative to assume full responsibility for
the operation of the Order of the Arrow at the camp.
Article XIII – Official Publications
Section 1 – The Buckskin Tab. The official newspaper of Buckskin
Lodge shall be sent to all active members. This publication shall contain all the
official Lodge notices and committee reports. It shall be published regularly
during the Lodge year.
Section 2 – The Buckskin Lodge Handbook shall be the official
publication of the Handbook Committee. Among other items, it shall contain the
“Rules and Regulations”, which govern the activities of the Buckskin Lodge
Article XIV – Amendments
Section 1 – The “Rules and Regulations” may be amended in the
following manner:
A)
Any proposed changes or additions to the “Rules and
Regulations” must be presented at the Executive Committee meeting prior to the
month’s Executive Committee that the measure is to be voted on.
B)
A majority vote in a regular Executive Committee
meeting is necessary for the amendment to take effect.
Section 2 – Finance Policy – Notice of the proposed changes or
additions to dues policy, as well as all special appropriation motions, must be
sent to all Executive Committee members at least ten days prior to the meeting
they are voted on. A majority vote is necessary for the proposal to take effect.
Article XV – Records
It is strongly recommended that a
report of the activities and operations of the Buckskin Lodge to be sent to the
Scout Executive of the Theodore Roosevelt Council, Boy Scouts of America, at
the close of each administration along with a complete report of the Unit
Elections Committee.
